Aquino - Hostage Crisis Will Not Define My Administration



President Benigno Simeon "Noynoy" Aquino III on Thursday he expressed regret over the handling of the August 23 hostage crisis that left eight Hong Kong hostages and the hostage-taker himself dead.

"This incident will not define this administration. In the end, my administration will be judged on what we have accomplished and what we will accomplish in the coming years: a reduction in poverty and the restoration of a government that is honest in its efforts to build a better nation," Aquino uttered during a rare panel interview with TV news anchors from three broadcast networks of the Philippines.

Aquino said he was repeatedly assured that the Special Action Force (SAF), which he said is capable of handling such a situation, would immediately be deployed to the Quirino Grandstand in case there is a need for a tactical assault.



"Nung nangyari na po yung pagbaril sa gulong ng bus, yung napakatagal na pagapasok ng SWAT, yung hindi alam yung gagawin ng SWAT, dun po talagang napuno na tayo na yung assurances na binibigay sa atin eh hindi po natupad at tumungo tayo at hinanap na natin yung mga opisyal na concerned," he said.

Aquino said a letter of apology and the IIRC's findings will be presented to the Hong Kong government by a high-level delegation led by Vice-President Jejomar Binay once the probe is finished.

The president said further possible tension with Hong Kong was avoided when the Philippine government chose not to respond negatively to what he called an "insulting" letter from the Hong Kong government after the crisis.

"Yung sulat ng opisyal na galing sa gobyerno ng Hong Kong na sa ating tingin ay nakaka-insulto ay hindi na rin po natin ni-respond, dinaan na lang po natin sa kanilang People’s Republic of China government na iparating na hindi ho yata tama ito hong sulat na ipinadala, hindi natin nagustuhan yung tono," he said.

The panel interview with Mel Tiangco of GMA Network, Ted Failon of ABS-CBN, and Paolo Bediones of TV5, conducted in Malacañang, was held to settle the questions regarding the president's handling of the hostage crisis.

President Noynoy Aquino's Statement Regarding the Manila Hostage Crisis


The past May election resulted to President Benigno Aquino being elected as the President of the Philippine Republic. Looking forward to advance and bolster the economy by doubling tourist arrivals and reducing corruption, this was the goal of the administration. But the recent August 23 Manila Hostage crisis proves it wrong somehow. The benchmark stock index yesterday fell the most in 11 weeks and the peso had its biggest drop since June 7.

Moreover, in a recently held press conference, President Noynoy Aquino decided to break the silence and offer sympathy to those people included and involved in the said crisis. Here is President Noynoy Aquino’s official statement regarding the hostage crisis that happened last August 23, 2010 at the Quirino Grandstand:

“With the rest of the Filipino people, I wish to offer our deepest condolences to the families of the victims whose lives were lost in the hostage situation at the Quirino Grandstand. The Secretary of Foreign Affairs has conveyed our deep feelings of sorrow to the Foreign Minister of the People’s Republic of China and the people of Hong Kong through Hong Kong Chief Executive Donald TsangDonald Tsang. I have tasked Secretaries Soliman and Lim to provide everything necessary for the recovery and return home of the survivors. I have directed the fullest cooperation with the Hong Kong authorities on the part of our officials.

From the onset of this incident, the hostage-taker seemed to not be belligerent, as shown by the release of hostages. These were encouraging signs.

We were going to wait him out. The idea was to let the ground commanders who are the experts in this field handle the operation with minimal interference from people who are less expert.

But the situation deteriorated rapidly when, during the course of the negotiations, he was given the letter of the Ombudsman in which she promised to personally review his case. As he was reading the contents of the letter, while talking to an unknown individual on the phone, he became increasingly agitated.

The presence of his brother also added to the tension.

At this point, he threatened to kill a hostage. The police decided to remove the brother from the scene. As the negotiators were departing, the negotiators were shot at.

Media coverage of his brother being taken into custody further agitated the hostage-taker.

Shots were fired. They seemed to be warning shots, as there was no audible indication of tumult or chaos to show that the hostages were in immediate danger.

Nonetheless, the negotiators tried to re-establish contact the hostage-taker but they were unsuccessful as the cell phone of the hostage-taker was continuously busy. He also refused to answer the throw-phone provided for him by the authorities.

The escape of the driver, combined with his reports that the hostages were being harmed, forced the assault to happen. When the vehicle began to move, and with reports that he had hand grenades, a decision was made to immobilize the vehicle as it would have made the situation even more dangerous.

As we know, the incident tragically ended in the deaths of eight innocent civilians.

We expect more of the facts to come to light and I have ordered Interior and Local Government Secretary Jesse Robredo and Justice Secretary Leila de Lima to thoroughly lead this review.”

P-NOY'S PLAN TOWARDS PHILIPPINE NATIONAL SECURITY

Well, it's hard to say anything regarding President Noynoy Aquino's plan in going about a national security. I'd better leave it to him, and he better give a strategic and systemic plan as soon as possible. Philippine or the National Security should be given high priority and must be look into. Outstanding national security is directly proportional to a nation's economic growth and status. If we Filipino is aiming high for our advancement, then we should take this as a top priority. Our government should better start now and laid some plans.

The Philippines budgeted 49.7 billion pesos ($1.09 billion) to police its 104 million people this year, less than Hong Kong’s outlay to protect a population 1/15th the size. The dearth of funds is mirrored in the military, which has seen spending rise at a quarter of the rate of inflation in the past two decades.

To make up the shortfall the government relies on paramilitary groups linked to local politicians to help fight Communist rebels, Muslim separatists and the Abu Sayyaf terrorist group. One such private army contributed to a massacre of 57 people in the south last year in the nation’s worst act of election-related violence.

This PURE VOLUNTEER MOVEMENT has elevated the level of campaigning in this country, contrary to what OTHER CAMPS have reduced the Filipino Electorate to.

The MOST RECENT statement of Ms. Kris Aquino towards OUR GREEN TEAM volunteers DID NOT COME AS ANY SURPRISE. Knowing that the their campaign has been nothing but a CAMPAIGN OF HATE and ARROGANCE, it was expected considering the continuous GROWTH of our VOLUNTEER MOVEMENT and the gravity of SUPPORT that Sec. Teodoro has been getting, with the recent endorsements from different sectors of society. Noynoy Aquino: Facts vs Fakes???

This was sent to me. Posted with consent.




Please take time to read this, and kindly pass on to others and let them decide for the future of this country.

No offense meant to ardent supporters of Noynoy Aquino, some of whom are my close friends. Just a point of view of a non-political observer.


NOY,

In every election, the easiest choice to make is, who you would not vote for. This year, it is profoundly difficult because for me the easiest identifiable candidate whom I would not vote for, (aside from Erap of course, for who would vote for a convicted plunderer) is a leading candidate, with the widest of margin in the survey, Noynoy. He probably will be the next president and so, in my heart, I tried my best to consider and reconsider my decision, yet I became more convinced that he is my best choice on whom not to vote for.

These are in my thoughts:

1.) He is clean and honest?

He really is unblemished, squeaky clean and immaculate.... His record for nine years speaks for himself. I am reminded of a friend of mine, a cocky but very articulate and bright Solicitor General. At a certain time before he started winning his cases, his critics had a heyday criticizing the way he handled his job. They said, he had a perfect record of losing all cases. Thus, his record was clean and unblemished of victory. Like this solicitor general, Noynoy has also no record of dishonesty simply because he has no record of accomplishment at all. He was one of the prominent members of the committee of silence. I goggled his name to find out if, except for his name, there was anything he did that he should be proud of. I am sorry that I found nothing. It is time he reveals what he had done in congress for nine years, plus two years in the senate, to deserve the presidency. When he ran for Senate, he simply relied on his family name and the endorsement of his mother. Being in the Senate with no accomplishment will not hurt the nation except the wasted money paid to him as a public servant. But to be president and not knowing what to do is probably as disastrous as a corrupt president.

2.) He comes from a good stock?

A prominent columnist of the Inquirer believes that since hero’s blood runs in his veins, he is a natural hero and would do nothing to shame the good name. The prominent columnist also said that what we need is a good heart and correct values and Noynoy fits to the T. Of course heritage is a plus factor but unfortunately, this is no assurance that he too will be as upright as his parents... We do not have to look far. Look at his sister. She even gloated and flaunted her sexual indiscretions and gave press interviews of her indecent acts, in spite of the fact that at that time, her dear mother was very much alive. She fueled salacious gossip about her sexual escapades that she grabbed the headlines for days of the local papers. Not only that. She proudly proclaimed that she will have to do a wash over of sorts, on the personality of Noynoy. To be fair, since Noynoy is not the sister’s keeper, he should publicly open how he spent his several hundred million, probably billions of pesos, if cumulatively taken together, of pork barrel. Joker and Lacson did not spend a single centavo on their pork barrel allocations. Moreover, Noynoy has not been battle tested; we do not know how he will react to temptation, simply because he has not been where the action is. He can not honestly and truthfully say that he is goodness personified and all others are evil just because he is the son of Cory. It is sheer arrogance and hypocrisy to make such claim.


3.) He comes unprepared?

Before the death of former Pres Cory, nobody considered him of presidential caliber, not even for vice president. His party mates knew of his capabilities and did not even look at his direction when they then considered their standard bearer. Noynoy himself, conscious of his own limitations, did not even dream of being one. When his mother died and there was public mourning, all of a sudden, his party mates in spite of knowing his limited capabilities, and taking advantage of public sentiments, pushed him to be a candidate to the noble office of the presidency. This factual milieu clearly shows that his popularity is solely and purely for sentimental reasons, the death of Pres Cory. His supporters are praying to high heavens that the public sentiments on his parents would not wane and that the public would not see through the real Noynoy. Stripped of all sentimentality, there is nothing in his bio data that shows he is capable of the challenges of the highest office of the land. His biodata is uninspiring, to say the least. Aside from his public office due to his lineage, he was a sales person of Mondragon
Industries, and a member of the board of directors of a security agency which the family owns. How in heavens name will he run the country?


4.) Pres Cory’s landmark of achievement(HACIENDA LUISITA)

Pres Cory’s landmark of achievement in her administration was her Land Reform program. Our own 24 hectares of irrigated rice land in Kinamayan, Davao del Norte was subjected to land reform and my Dad wanted to fight it out but I counseled him to surrender the land as I explained to him that ultimately the entire country will benefit from this pestering problem of unjust distribution of wealth. He
understood the situation that each of us had to make sacrifices for the common good. This is not a unique scenario in Mindanao, then known as the Land of Promise. Little did we know that Pres Cory distributed all other people’s landholdings except her own Hacienda Luisita. She asked all of us to make sacrifices, except her own family. Her tenants protested and in the ensuing protest several tenants were mowed down. The tenants were unarmed and no casualties were suffered on the side of the soldiers trying to disperse the tenants. Of course, Noynoy is not her mother’s keeper, nor do I intend to diminish her mother’s role as our leader who toppled the dictatorship. But when Noynoy declared his candidacy, he was asked point blank, what he planned to do with Hacienda Luisita. He had no ready answer but promised to give a stand soon. Three months passed and still no answer. Is he really prepared?



5.) Trust?

The argument goes, that since the people lost trust in the present leadership, Noynoy comes as a white knight, enjoying the trust and confidence of the people. But why should we trust Noynoy? Has he done something to deserve our trust?” Trust is earned, deserved and not bestowed nor inherited. We are now bombarded with propaganda about the goodness of Pres Cory, to the extent that Noynoy propagandists even go to the limit of declaring her a saint, in the hope that people will also view Noynoy as saint- like. The Liberal Party had even formulated its battle cry: “this (the election) is a fight
between good and evil”. My goodness, don’t you agree that a man who pontificates that he represents goodness is really suspect of some loose screws somewhere.

Noynoy's handlers forgot the basic need of a responsible candidate-the need to have an advocacy. It should be pointed out that Noynoy has no advocacy at all in his public life. He won his senate seat solely upon his family name, like Loi Ejercito, Pia Cayetano, Bong Revilla and the like. This is very important to those who are very discerning. We do not know to what directions we will be going, with him as a leader. It is fearsome to have a president who is not only unprepared and unqualified, but also to be under the control of unknown advisers and heaven forbid, under the tutelage of his movie star sister. It becomes more dreadful because his popularity is seemingly sustained, thanks to the biased and twisted reporting of our media and most especially of a very large TV network who all have their interests to protect.



I am simply saying that Noynoy is the “Not Worth To Vote For”
because:

1. He has no capability to govern (NO Executive Experience)
2. He relies solely on the name of his parents (Parents Legacy, Hero/Heroin)
3. He has no advocacy (member [PCC-S] Philippine Chamber of Chain-Smokers)
4. He has no achievement on his own (Zero Laws passed in 9 yrs. in Congress plus 2.5 yrs. senate)
5. He is pure creation of media (Philippine Daily Inquirer and ABiaS-CBN plus Globe Telecom)

Sadly, only Noynoy has all these attributes among all presidential candidates.

The Case for Gibo Teodoro

OUR COUNTRY'S POLITICAL CHRONICLES ARE FILLED WITH DELUSION AND FRUSTRATION THAT WE TEND TO FAIL TO FULLY APPRECIATE A GENUINE VISION WHEN IT COMES ALONG.

We tend to disregard the real deal and consider it as just another one of them, a political wolf in sheep's clothing. Can we really blame ourselves? Probably not…

Decades of mistrust have resulted in the callousness of some and blindness of others. The indifferent has turned into a skeptic bystander, satisfied in simply watching the world go by. The blind, on the other hand, has turned to worship false prophets or even those who go as far as claiming themselves to be the messiah.

However, this time is different from any other era in our history. We are truly in a critical juncture.



Our country has been in a whirlwind ride for almost a quarter of a century since the dictatorship fell. We experienced darkness in the early 90s followed by a build up in our growth momentum in the mid 90s. We saw Asian markets tumble in the late 90s and we suffered a huge drop in investor confidence as we entered the new millennium. We looked at what most thought to be an inevitable national financial meltdown in early 2000s and barely escaped it through the sacrifices we have institutionalized. We had three impeachment complaints and several failed coup attempts in mid 2000s and yet we were able to squeeze out the highest GDP growth rate in the region in 2007. We have been widely considered as a Newly Industrialized Country and yet our people experience extreme hunger. We have pockets of modern urban landscapes but have a largely impoverished rural country side. If there is only one thing we can make out of all these, let it be that we are a nation in dire need of stability because unnecessary political noise weighs down on the upward force provided by a developing economy.

After a quarter of a century of mixed celebrations and mourning, we find ourselves again in a cross road, where we have to decide which of the several paths we will take. We cannot blindly walk towards just any path. We must not just follow a mere gut feel. We certainly cannot just tag along or simply swim with the current. Our move must be based on a carefully analyzed and reviewed decision because we can no longer prolong this tumultuous cycle. Doing so, would expunge whatever accomplishments we have achieved in the last 24 years and hurl us in an endless pit of degradation and stagnation. Now, more than ever, we need a captain to chart our course towards modernization and prosperity.

And hence, we must review the capabilities of each and every candidate aspiring to be President. And so, I humbly ask of you to take a good hard look at Gilbert “Gibo” Teodoro.




His is a realistic vision:

He does not promise the heavens and the stars nor does he say he can move mountains and turn water into wine. He does not claim to be the political messiah because after all, do we really need one? And to whom do we really need salvation from? His vision is to simply be the lead instrument, among many, which would work towards genuine and sustainable economic development of the country.

If you think about it, when was the last time a candidate restrained himself from assuring the public that he will eradicate corruption and poverty? When was the last time a candidate refused to claim that his election would virtually mean an end to all our problems? I have never heard such a political animal exists in the Philippines prior to Gibo.


His is a positive vision:

While other candidates turn to insults to get the public’s attention, he focuses on his detailed platform of governance.

In our pseudo-democracy, it is a time-tested and proven technique that negativity can win one a seat in the government. As such, most candidates continue to use this tool despite the fact that it leaves the country more divided, more blood thirsty, and its citizens, more unwilling to cooperate with one another.

Gibo’s campaign, on the contrary, focuses on his positive vision. A vision founded on him being a statesman of the highest caliber. One who thrives on criticisms. One who is willing to sit down with his opponents. This characteristic of him leaves no doubt in my mind that his administration would be genuinely inclusive and approachable without undermining command responsibility and accountability.

In fact, Gibo has stated that the first thing he would do if elected president is to reach out to all his political opponents in an effort to unite the country and move it forward. At long last, we have a leader who sees and understands the urgent need to unite our deeply fragmented country. This goes to show that Gibo fully appreciates the fact that it is only in a stable society that genuine development can be reached.

His is the comprehensive vision:

His vision is a solid and detailed roadmap towards growth. He focuses in equipping our students with the skills needed to meet the demands of the global economy. The young population must be given incentives to veer towards what is in demand in order not to over-supply one or several sectors in the job market and hence causing salary prices to drop and leaving many unemployed.

He intends to continue the massive infrastructure projects of our country. A sudden halt to the pipeline of infrastructure projects would surely make potential investors look towards our more stable neighbors. It is not rocket science that Foreign Direct Investment is a key factor in solving the poverty problem. The spill over effect of FDIs would create a virtuous cycle which would grow bigger to effectively and positively impact the poor.

He knows that in our quest for sustainable growth, a leader must not simply have a dream. Rather, he must have a complete set of skills built upon his experience and competence to put his comprehensive plan into action and actually propel this country towards full economic development.


His is the genuine reformist vision:

He has declared his advocacies no matter how unpopular they may be. He has long announced his intention to push for charter change in order to introduce reforms in its economic restrictions. While most candidates use euphemisms in addressing the issue of taxation, Gibo never shirked from putting forward his thoughts on this sensitive and unpopular matter. And while others are neither here nor there on most issues, Gibo has provided his solid stand on all matters.

He knows that genuine reform can only be achieved through the leadership of men who do not fear flying against strong popular political winds.

While others choose to take the safest route to win an election, which is to say what everybody is thinking in the loudest voice, Gibo prefers to say what we need to hear and what we need to know.

It is up to us to listen. It is up to us to believe.

What you get from Gibo is real straight talk with clarity and conviction from a real man and not simply randomly selected populist political jargon any loud-mouth guy with a microphone can declare.

It is not very often that we have a chance to elect a leader who knows, understands, and prioritizes what we need now. It is actually very rare for us to have a leader who appreciates reality and who intends to build solutions by working with it, not by ignoring it and most certainly not by going against it. This is of prime importance because only those who see reality as clearly as possible have the ability to actually redress its wrongs and reform its ills.

This election is about our future and our future will not be secured by locking ourselves up within the sins of our past. Our future cannot be built by a leader who fails to fully grasp the reality of what we need now. Our future will certainly not be bright if we elect a leader who, intentionally or not, sows and promotes a culture of hate and vengeance.

On the contrary, what we need is a leader who intends to extend the hand of reconciliation. What we need is a leader who promotes stability as the foundation of genuine progress. What we need now is a real leader who can break down barriers, who can inspire, who can unite.

He is Gilbert “Gibo” Teodoro, Jr.: a young, vibrant, firm, inclusive, real leader of men.

A Call from Basilan To Appoint Gilberto Teodoro In Office


 On Friday, March 19, 2010, I came across this site conducting this another online poll about if are you going to vote for G1bo Teodoro? Well, not the first of its kind, but most interesting part are the comments on this page, some are criticizing Teodoro but most of them are wanting him to be appointed in office. I was scrolling down the page until one post captured my attention, in verbatim the post was:



To quote, this is what the picture above is sayin:

I really admire intelligent people though our country was devastated by these “intelligents-trapos,” let us try new breed once again. When I saw GIBO on the recent presidential forum, I felt his sicerity and desire to lead by example. Please don’t fail us. We, from Basilan, know you can make it. We do not expect urgent change, what we want is constant change for the good of our island province."

Why G1bo left NPC and did not follow Danding Cojuangco?
Yes, I will vote for Gibo, and I don’t think he will be GMA’s puppet. Actually, I heard the reason he left Danding Cojuangco’s political party was because Danding was imposing decisions on him, which Gibo did not want. He was Danding’s favorite, the easy road would have been to just follow Danding and get Danding’s support in return, yet Gibo took the hard road. If he was able to part ways with his uncle due to his principles, I believe he can defy GMA as well if necessary…

G1BO TEODORO is not PGMA...

PGMA is Lakas-Kampi-CMD; Gibo is Lakas-Kampi-CMD; Gibo is PGMA?


This analysis speaks of the close-mindedness of some of Sec. Teodoro’s critics.
The argument is called “NON-SEQUITUR” (It does not follow)

Basic Premise why Sec. Teodoro should never distance herself from PGMA:

It is the height of ingratitude to leave the President who gave you the biggest break in your early political life. It is true that PGMA's administration has been accused of so many charges, but that does not mean that accusations should be ENOUGH basis for you to leave someone who doesn't interfere in the reforms you may have done in your department.

Loyalty is stemmed from the virtues of mutual respect, trust and satisfaction, and I think PGMA has allowed Sec. Teodoro to be independent in his dealings with the AFP and the DND. PGMA has not interfered in the way Sec. Teodoro administered his 3 year occupancy in his respective departments, so Sec. Teodoro has no ground to leave PGMA based on that premise.

If Sec. Teodoro would leave PGMA, not only will it speak of his disloyalty, it will also speak of two things.


1.) He is not a true lawyer by profession. Sec. Teodoro, by basic rule of law, believes in the viability of a case based on FORM and SUBSTANCE. If trial by publicity will take place because of his impending resignation, we might as well throw away the judiciary institutions of government.


2.) His reform agenda in the AFP would have discontinued, thus everything will be back to scratch, as compared to the current situation where Sec. Teodoro has set the stage for the AFP Modernization Program and improvement in our Defense Department in the long run.

Basic Premise why Sec. Teodoro should not be part of the IMAGE of the Administration:


We must have the capacity to look at our candidates as individuals, and not merely by associations. If we were to look at associations as basis for electing our officials, no one will be deserving of our vote since almost all of our politicians, in a way or another, are involved with politicians who have been accused of graft and corruption charges.





In fact, if you carefully analyze Sec. Teodoro’s record during the administration, he administered one of the cleanest Defense Departments in history. According to books, he was able to eliminate 60-70% of the corruption in DND by not allowing irregular BOT’s to push through. To add to that, this makes him MORE resistant to corruption, since he is only one of a few cabinet members not to have been accused of ANY Corruption issue, even a tinge of doubt or irregularity. This speaks of his resistance to any irregularity in government, despite the administration’s image riddled with anomalous scandals. This puts him in a stronger threshold to be the figure of clean governance, despite working in an environment riddled with accusations of transactional politics.

Issue that Sec. Teodoro will only bridge the opportunity for PGMA to become Prime Minister


First and foremost, Sec. Teodoro has pushed for a Presidential Unicameral government once Charter Change discussions kick in because PEOPLE always want to elect their heads of state, so this dismisses the opportunity already for a return in power for PGMA. Now, if PGMA becomes House Speaker, since Sec. Teodoro is now the President, she will have to follow the platform and the vision set forth by the President, based on Government hierarchy and party mandate. No President, in history, has allowed himself to be figurehead in history, since logic follows, that you need not follow anyone’s orders by that time, because you have the highest mandate in the land by the time you become President.

Issue on loyalty for PGMA



As human nature dictates, we reward GOOD acts with GOOD deeds. But if someone asks you to go beyond that, which entails you to do something bad and beyond the boundaries of law, that is already verging on servitude and slavery. Sec. Teodoro is neither one of them.

Issue on what Sec. Teodoro on the prosecution of PGMA when he becomes President

We should allow our institutions, our representative democracy to work once the good Secretary is seated in Malacanang. It is not the President to be’s role to be involved in matters that other independent commissions are assigned to deal on based on the constitution. If the President leads the prosecution of the former president, it will precede a cycle of vengeance and the President will lose focus on his task at hand because he will focus himself in seeking revenge on the former, thus the country will not be able to move forward. The President’s mandate is to lead without FEAR or FAVOR and it is his duty to execute the full force of the law.

Issue on Gibo being trapo like PGMA and being with Lakas, instead of going Independent.

 Indeed, we cannot deny the fact that Sec. Teodoro is part of the Cojuangco clan. But, if you will look at his history being Congressman and Defense Secretary, he has not taken advantage of his name for any political favor based on his lineage. His investments in private companies are clean, and that is clearly shown in the books. His decision to join the Lakas-Kampi-CMD party is both an ideological and practical decision. No President can ever win an election without sufficient political machinery, but the conversation does not end there. He joined the party because he can associate himself with the Centrist Democrat stance of the party, focusing on the individual as the key component of a forward democracy, rather than a whole set of non-realistic holistic approaches in changing the country. Lakas-Kampi-CMD is a party which advocates for institutional reforms, the same view of Secretary Teodoro in creating the atmosphere for solutions in the country’s current problems.

Issue on being part of political dynasties

There is nothing wrong with political dynasties. In fact, there are some dynasties who have been proven to have given cities/provinces successes in past decades. Now, if one sees dynasties as having the veneer to control local politics, Sec. Teodoro has continuously pursued POLITICAL PARTY REFORM, which will allow candidates not belonging to these political dynasties, by support of political parties, to defeat the dynasties seated in power. Parties have to involve people in the grassroots level, and power should not sit only in the elite. The only way we could defeat BAD dynasties is through the ELECTORAL PROCESS.
